Executive Manager

Jim joins the Berkley Group with over 13 years of local government experience.  He comes to us from Rockingham County where he served as Director of Finance and Purchasing Agent from 2002 until retiring in 2015.  During his tenure, Rockingham was awarded one of the few AAA bond ratings among counties in Virginia and the United States.  

Jim is a dynamic executive with years of diverse financial experience.  He has worked at prestigious CPA firms and elite American companies.  He has been recognized as an exceptional leader with strong management and technical skills which have resulted in a track record of achieving excellent results.  He is comfortable whether presenting in the Boardroom, maintaining customer/vendor relationships, motivating employees, or working in the field.

Jim received a Bachelor of Science in Accounting with honors from Florida Southern College in 1976.  He went on to be awarded his CPA license in 1978 and maintained an active status in multiple states until retiring in 2015.  He has received continuing education experience from the University of Virginia, Wharton School of Business, and other prestigious learning institutions
