Andrew D. Williams

Drew is a public sector executive and strategic advisor with more than 25 years of experience helping local governments strengthen operations, build organizational capacity, and solve complex management challenges. As co-founder and Chief Executive Officer of Berkley Group, Drew has helped lead the firm's growth from its founding in 2010 into Virginia's leading local government consulting firm, assembling multidisciplinary teams that deliver expertise across public finance, public works, community development, human resources, public safety, public education, executive leadership, and organizational management.

Berkley Group has built a reputation for bridging the gap between traditional private-sector consulting and the unique needs of public organizations by fostering long-term, trusted partnerships with local governments throughout Virginia and beyond. He has helped guide the firm's expansion into executive management, organizational transformation, strategic planning, interim leadership, and fiscal recovery services, positioning Berkley Group as a trusted advisor during periods of significant organizational change.

Prior to co-founding Berkley Group, Drew served in planning and public works leadership roles with the Town of Blacksburg and the City of Harrisonburg, where he gained firsthand experience in municipal operations, infrastructure planning, human resources, budgeting, and community development.

Drew holds a Bachelor of Arts in Public and Urban Affairs from Virginia Tech.
