Bonita Hall

Bonita J. Hall is an accomplished human resources executive with more than 25 years of leadership experience in municipal government. She has successfully led HR operations for several Texas cities, including Nacogdoches, Pflugerville, Celina, Odessa, and Pearland, overseeing talent management, employee relations, organizational development, risk management, payroll, and strategic workforce initiatives.

Known for transforming HR departments into trusted strategic partners, Bonita has built high-performing teams, developed leadership training programs, modernized HR policies and systems, and implemented initiatives that improved organizational effectiveness while reducing costs. Her collaborative leadership style and commitment to employee development have helped organizations strengthen workplace culture and achieve long-term success.

Bonita holds a Master of Public Administration from the University of North Texas and maintains both the SPHR and SHRM-SCP professional certifications.
