Dr. Scott Kizner

Executive Manager

Dr. Scott Richard Kizner has more than 40 years of experience supporting public and private schools, government agencies, boards, and executive leadership teams in education and related public systems. He brings deep expertise in policy development, strategic planning, governance, equity strategy, and regulatory compliance, with a particular focus on special education accountability, strategic planning, leadership development, equity strategies, social and emotional development, crises management, curriculum development, and juvenile justice reform.


Dr. Kizner has served as superintendent across four public school districts in Rhode Island and Virginia, advising elected and appointed boards on instruction, strategic planning, governance reform, budgeting, and compliance in complex, highly regulated environments. He later supported statewide policy work with the Virginia Department of Education, contributing to policy development, educator licensure and certification policy and implementation. His board-level experience includes service on the Virginia State Special Education Advisory Committee and the Virginia Department of Juvenile Justice Board, where he provided governance oversight and policy guidance affecting vulnerable populations.


In addition to his consulting and advisory work, Dr. Kizner is a faculty member at George Mason University, where he teaches and mentors future public school leaders in governance and policy. He is a frequent speaker on public-school leadership, equity, and system reform.
