George D. Bains, P.E.

George is an accomplished public sector leader with more than three decades of experience in local government administration, information technology, and engineering services. In his last position he served as Deputy County Administrator for Gloucester County, Virginia, where he oversees Community Development departments including Planning, Zoning, Environmental Services, Public Utilities, Engineering, Facilities Management, Building Inspections, Information Technology, and GIS. In this role, George focuses on improving efficiency, strengthening cross-department collaboration, and ensuring high-quality service delivery to citizens.

Previously, George served as Gloucester’s Chief Information Technology Officer and as Assistant Director of Information Technology for Henrico County, where he led teams of nearly 100 staff, developed career paths for IT professionals, and successfully delivered multi-million-dollar infrastructure and technology projects. Earlier in his career, he was Gloucester’s first Director of Information Technology, where he established the County’s IT department, implemented its E-911 system, and developed GIS and public utility systems. His early work as Director of Engineering provided the foundation for his results-driven approach to infrastructure planning and public service.

George is a Professional Engineer and holds a degree in Civil Engineering from Virginia Tech. He is also a graduate of the Senior Executive Institute at the University of Virginia’s Weldon Cooper Center for Public Service. His work has been recognized with numerous awards, including NACo Achievement Awards in Technology Innovation, Excellence in eGovernment (2006), and multiple Digital Counties national top-five rankings.

Known for his forward-thinking, outcome-driven, and collaborative leadership style, George is deeply motivated by service, problem-solving, and empowering employees to reach their potential. His values—grounded in balance, efficiency, learning, and altruism—guide his approach to government leadership.

Beyond his professional responsibilities, George is committed to his community. He has served on regional boards, local committees, and nonprofit organizations, and is actively engaged in church and volunteer service. He lives in Gloucester County with his wife Renee and enjoys time outdoors, family activities, and supporting initiatives that strengthen both his community and the people within it.
