Dr. Neiman C. Young, Ph.D.

Executive Manager

Neiman Young is a retired U.S. Army Officer with a diverse background in the areas of organizational leadership, communications, and operations. Throughout his 23-year career in the military, Dr. Young held a variety of positions of authority and led teams in diverse communities across the world.  After numerous deployments to both Iraq and Afghanistan, Dr. Young’s military career culminated with his command of a Special Operations company in support of Operation Enduring Freedom.

 

Dr. Young retired from the Army on February 17, 2017. Four days later, he came to work for the King George County government. In this role, Dr. Young produced the King George County Debt Mitigation Plan, crafted the County’s first Economic Development Strategic Plan since 1999, renegotiated critical contracts that have generated millions of dollars in new revenue for the community, and completed a complex negotiation with the Federal Highway Administration, the Virginia Department of Transportation, and the Maryland Transportation Authority to ensure the County’s interest were protected at the completion of the Harry W. Nice Bridge replacement project.

 

In February 2021, Neiman was appointed as an Assistant City Manager for the City of Corpus Christi – the 8th largest city in Texas. During his tenure he managed over 900 employees, a $901.4 million operating budget, and a $700 million capital budget. He has since retired from the Texas Municipal Retirement System.

 

Dr. Young holds a doctorate in Public Policy and Administration, a Master of Business Administration, and a Bachelor of Arts in Business.
