Paul Hofmann

Executive Manager

A seasoned expert in City Management, Paul Hofmann having served seven Texas cities, turned his practical experience to the classroom at the Bush School of Government at Texas A&M University where in three short years he created a new Program for City and County Governance and secured an endowed Chair. This coupling of the practical and academic experience has uniquely equipped Paul to offer strategies to enhance local government service.


Paul specializes in strategic planning, organizational and management analysis, financial sustainability, and the implementation of best practices in service delivery. He has a

proven ability to lead complex projects, facilitate strategic decision-making, recognize and include community leaders, and build consensus. Consensus building became a hallmark of Paul’s academic teaching, as Paul created a student led exercise which became a popular tool heralded by the students. Paul’s belief in recognizing governance structure and helpful roles among elected officials, appointed officials, and community stakeholders served him well as a successful city manager who could transfer those tools through teaching others, including his students.


Process is important to Paul. Never one to compromise on values or the means of achieving success, Paul was selected to Chair the Ethics Committee for the Texas City Management Association. Paul is proud to have established countless lifelong professional friendships and mentored several current city managers and leaders. He hopes to have passed along his passion for professional ethics, leadership, sustainable development, and establishing relationships of trust between elected and appointed officials.


Paul’s 39-year career began in the Austin City Manager’s office and includes stints as city manager or assistant city manager in the Texas cities of Alvin, Sugar Land, Kerrville, Bellaire, and Bastrop. Paul came full circle to serve as Professor of the Practice at the university where he earned his undergraduate and graduate degrees. He is now excited to share his skills to benefit others.


Paul is married to Barb, whom he met while in graduate school at Texas A&M. Paul and Barb have three grown sons and five grandchildren with whom they love to share adventures.
