Troy Holt

Prior to joining the Berkley Group, Troy retired from a 35-year leadership and teaching career, overseeing virtually all key aspects of local governments. His experience encompasses diverse achievements, including spearheading billion-dollar economic development ventures, building capital improvement projects, orchestrating communication and government relations strategies, serving as a police officer and supervisor, tackling blight and homelessness challenges, procuring multimillion-dollar allocations for infrastructure and public safety, formulating and executing strategic plans, overseeing risk management endeavors, and instituting succession planning and next-generation initiatives. Troy holds both bachelor's and Master of Public Administration degrees, and he is a graduate of the Harvard Kennedy School Senior Executives in State and Local Government program.  He has also worked as an adjunct professor and instructor in both public and private universities. 

With a career primarily based in California, Troy now resides in Bozeman, Montana.  He possesses comprehensive expertise in navigating local government dynamics across the western states.
