William "Bill" Porter
Executive Manager
William “Bill” Porter is a seasoned public sector leader with over four decades of experience in local government administration. He served as County Administrator for Louisa County, Virginia, and later as Assistant County Administrator for James City County, where he also acted as County Administrator when needed. In these roles, he directed county operations, managed budgets, oversaw multiple departments, and led major initiatives including regional infrastructure development, implementation of E911 and GIS systems, and countywide operational improvements.
Earlier in his career, Bill held key leadership and planning positions in Stafford County, James City County, and Henrico County, developing a strong foundation in urban planning, economic development, and public policy. A decorated veteran of the United States Army, he served in South Vietnam and was awarded the Silver Star and Army Commendation Medal.
Bill holds a Master of Science in Urban and Regional Planning from the University of Tennessee and a Bachelor of Arts in Political Science from Randolph-Macon College. Since retiring in 2008, he has remained actively engaged in civic and community service, including leadership roles with Bruton Parish Church, the Williamsburg Regional Library Board, and regional planning and policy committees. His career reflects a lifelong commitment to public service, organizational leadership, and community development.
