William P. "Jay" Scudder, Jr.

William "Jay" Scudder, Jr. grew up in Lynchburg Virginia with his two sisters and parents who taught school. He graduated from E.C. Glass High School, attended Ferrum College and graduated from James Madison University with a Bachelor’s of Science degree in Political Science and Public Administration.  

Jay served in leadership roles in local government for 35 years. He retired in March of 2021 after serving as the City Manager for Buena Vista since December of 2011. Other leadership roles in Virginia include Interim Town Manager Crewe Virginia and on-call consultant, County Administrator for Fluvanna and Patrick Counties, Director of Planning & Community Development for Gloucester County, Director of Community Planning & Economic Development for the City of Bedford, and Community Development Administrator & Neighborhood Planner for the City of Lynchburg. He has served on the Board of the Virginia Citizens Planning Association and as member of the Virginia High Growth Coalition. Jay has also been an active member of the Virginia Local Government Managers Association.  

He is married to Shari Scudder who recently retired from a 33-year teaching career in Virginia Public Schools. They reside in Palmyra, Virginia. Jay enjoys everything outdoors including hiking, biking, paddling and hunting.
