
Affordable/Workforce Housing Policy Recommendations

The Stafford County Workforce Housing Report was developed by Berkley Group in 2024, in order to provide a comprehensive analysis of the county’s growing need for affordable housing for essential workers, defined as those earning between 50% and 120% of the Area Median Income (AMI). It outlines existing housing conditions, legal frameworks, and successful models from jurisdictions like Arlington, Fairfax, and Virginia Beach. The report emphasizes the importance of density bonuses, public-private partnerships, and zoning reforms, and highlights a preference for incentive-based, voluntary programs over mandates. It also explores funding mechanisms such as tax credits and housing trust funds, and recommends phased implementation beginning with a needs assessment, pilot projects on county-owned land, and engagement with major employers. Ultimately, it presents a roadmap for enhancing diversity and supporting local workers through targeted, locally tailored workforce housing policy and suggested regulation updates.
This project was completed in June 2024, as part of a ongoing monthly retainer set up for general planning and zoning support services.
