Historic Overlay District Design Guidelines

City of Manassas

In order to better preserve and maintain the community’s historic resources, the City of Manassas acquired the Berkley Group to develop updated Historic Overlay District Guidelines. Our planning team brings preservation and design expertise to the community in order to organize, clarify and expand the existing guidelines for improved ease of use and adaptability with modern preservation challenges. 


The planning team conducted extensive best practices research and facilitated a walking tour and work sessions with City staff and the Architectural Review Board to identify challenges, opportunties, and priorities. The final adopted guidelines are the result of a careful comprehensive planning process guided by the City of Manassas staff, Architectural Review Board, and residents. The new guidelines are modern and functional, focusing not only on design but also on process and ease of use. The Berkley Group will also be supporting implementation of the guidelines through training and development of supplemental resources.
