Petersburg Comprehensive Plan

City of Petersburg, Virginia

Berkley Group worked with the City of Petersburg, Virginia to update its Comprehensive Plan. Petersburg is a medium-sized city in the metropolitan Richmond area with a rich Civil War history and vibrant culture. Its proximity to Virginia’s centers of population, the intersection of Interstates 85 and 95, and the Appomattox River have made the City a historic hub for manufacturing and logistics, with a recent economic rebirth driven by the pharmaceutical industry and advanced manufacturing. 

Petersburg’s Comprehensive Plan – entitled “PetersburgNEXT: Our Plan for a Bright Future” – pays homage to the City’s rich history and culture while looking forward to everything that is next for the community. The Plan not only addresses land use, transportation, housing, and economic development, but also provides a robust overview of quality-of-life issues such as public health, public safety, environmental stewardship, education, and cultural preservation, directly connecting these outcomes with land use policy decisions. Through this project, Berkley Group inventoried existing conditions, identified key issues and opportunities for growth, and prioritized transformative solutions to the community’s most pressing needs.  


The Comprehensive Plan was adopted unanimously in spring 2024. The project included:

·        Community Engagement - Online Survey, Focus Group Meetings, Community Workshops, Student Small-Groups

·        Meeting Facilitation

·        Demographic Analysis

·        GIS Mapping & Analysis of Land Use, Transportation, and Community Resources

·        Chapter Drafting and Development

·        Specific Implementation Strategies and identification of Catalyst Projects
