Richard has over 40 years of local government experience in North Carolina. His most recent job was Deputy County Administrator for Pittsylvania County, Virginia. He held this position for 4 1/2 years. Prior to working in Virginia, he held the position of Town Manager for Pilot Mountain, North Carolina; Erwin, North Carolina and Farmville, North Carolina. He retired as the Farmville Town Manager after 22+ years of service. After retirement, he served numerous Interim City and County Management positions in North Carolina and worked briefly with the NC Division of Emergency Management on hurricane relief.
He has a B.S. Degree and an M.A. Degree from Appalachian State University. He was active in the creation of the Appalachian State University Local Government Alumni Association and served as President for the first 2 years. The Association has raised several hundred thousand dollars for Local Government student scholarships at ASU. He served twice as the Chairman of the ElectriCities Board of Directors
His hobbies include golf, travel and snow skiing in Colorado, where his son lives. He hopes to continue his skiing at least until age 80.
